Robeson County, North Carolina Mental Health Facilities Get $3M

Mental health treatment facilities in Robeson County in North Carolina will receive federal aid to tackle an overlooked corner of the behavioral health system. The county is one of eight communities sharing $96 million through the Safety Through Recovery, Engagement and Evidence-based Treatment and Support program, aka STREETS.

The Department of Health and Human Services announced that each community will receive $3 million per year for four years. The money will build care systems for those homeless and have mental illness and/or substance use disorders.

The Grant for Mental Health Treatment Facilities

The other recipients are Montgomery County in Ohio, Cherokee Nation in Oklahoma, Detroit and Houston, Huntington in West Virginia, Miami-Dade County in Florida and Tangipahoa Parish in Louisiana. No community on the west coast received funding.

Grantees work with local government, health care providers, law enforcement and first responders.

Officials relayed that folks who are homeless and have serious mental illness or addiction shouldn’t have to navigate fragmented systems alone. The program organizes systems around recovery and not the other way around.

Mental Health Links to Addictions

The grant recognizes that mental illness and substance use overlap. That’s known as co-occurring disorders. A person might have depression or psychosis and takes drugs to cope. Treating only one side leaves the other active.

That’s where dual diagnosis treatment comes in. Programs combine psychiatric care, addiction treatment, housing support and case management rather than forcing a person to get sober first.

The program marks a shift from Housing First policies that defined homelessness work in the 2010s. The grants support a presidential executive order on crime and disorder as well as the Great American Recovery initiative.

STREETS uses outreach, medications and counseling and help staying housed after discharge.

Behavioral therapy can help with depression and the thought patterns that keep substance use going. Motivational interviewing helps people move toward change and overcoming stigmas. Meds can reduce cravings and stabilize recovery.
