New York Releases Mental Health Treatment Roadmap as Deaths Rise

New York’s plan for mental health treatment is getting its first major update in years and with an urgent reason. Even though New York offers an abundance of programs to battle mental and behavioral health conditions, 1,700+ residents died by suicide in 2024, a 35% increase since 2000. 

State officials hope the new roadmap will finally break that curve.

The Scope of New York’s Suicide Numbers

Governor Kathy Hochul just unveiled the New York State Roadmap for Suicide Prevention. This coordinated strategy runs the gamut of prevention and crisis intervention to postvention support for communities after suicide losses. 

While The Knickerbock State’s increase remains below the national average, officials framed the figures as a mandate for action. Suicide is the 15th leading cause of death in the state. The updated plan is titled “1,700 Too Many” and projects efforts up to 2030.

Mental Health Treatment Priorities in the Roadmap

Dr. Jay Carruthers is director of the Suicide Prevention Center of New York at the state Office of Mental Health. Carruthers highlighted particular attention to groups facing elevated risk. Rural residents face multiple heightened risks from geographic isolation and limited provider access. Veterans continue to die by suicide at rates well above the general population. The roadmap wil assist both groups.

The plan builds on New York’s existing crisis infrastructure, including enhancing the 988 Suicide and Crisis Lifeline. It also emphasizes earlier intervention through expanded screening, community-based programs and stronger connections between physical and behavioral health care.

New York has recently started issuing licenses specifically for dual diagnoses. Indeed, public health researchers have increasingly stressed the overlap between suicide risk and substance use. Intoxication impairs judgment while chronic use erodes the relationships and stability that protect people during crises. 

Dual Diagnosis & Treatment

Co-occurring disorders occur when a mental health condition such as depression or anxiety exists alongside drug use. Each condition can intensify the other and treating only one leads to poorer outcomes.
