A California work program tackles barriers that complicate behavioral health treatment and recovery. Sacramento Navigators’ Clean Team pays folks experiencing homelessness or recovering from addiction to perform maintenance work while they pursue stable housing and full-time jobs.

The Clean Team

The Clean Team began in Sacramento’s River District through a partnership involving the city and the River District Property Business Improvement District. The opening wage is $18 an hour. In addition, they receive help with housing, identification, paperwork and education.

That combo gives participants a source of income while they navigate systems that are difficult to manage without documents, a stable address or guidance. Chris Evans, executive director of the Antelope Property Business Improvement District and a leader with Sacramento Navigators, noted participants can move into team leader roles before transitioning to other employment.

The program’s goal is to help people overcome barriers and secure full-time jobs. Some participants find work and leave within a few months.

A Second Path Through the Streets Team

Sacramento Navigators also runs a Streets Team in Antelope and North Highlands. This program offers short work shifts to people living on the streets and provides Walmart gift cards for their work.

The two teams use different compensation and time commitments for people to participate without first securing conventional full-time employment. Someone with an unpredictable housing situation might appreciate a short shift. A Clean Team participant can find paid maintenance work might lead to a larger employment goal.

Even though federal guidelines emphasize treatment over housing, Sacramento Navigators supplement recovery with basic necessities like work, income or gift cards and guidance.

Stability for Behavioral Health Treatment

California lawmakers are expanding behavioral treatment access. Programs like Clean Team address conditions around a person that can affect whether treatment and recovery plans remain workable.

Mental health and behavioral treatment centers may address related co-occurring needs through counseling and coordinated care. Dual diagnosis treatment addresses multiple conditions together rather than sending someone through separate plans with no coordination.
