About Hope Haven Development Center

Hope Haven Development Center is a private nonprofit organization in Burlington, Iowa providing residential dual diagnosis care, disability services and community living supports across Southeast Iowa.

Through its River Cross program, the organization serves adults with co-occurring mental illness and substance use disorders offering integrated counseling, crisis intervention and recovery focused residential support.

Dual Diagnosis Residential Recovery

River Cross is Hope Haven’s 15 bed community based Residential Care Facility designed for adults navigating both mental health conditions and substance use addiction.

Certified substance abuse counselors deliver daily group and individual therapy sessions through a partnership with ADDS, while LSI provides mental health counseling within the same integrated model.

Treatment includes comprehensive assessments, medication support and monitoring, crisis management, peer support and intensive discharge planning with linkage to ongoing community resources.

Community Living

Beyond clinical care, Hope Haven emphasizes social rehab, vocational rehab and life skills development to help residents reintegrate into the community.

Additional Burlington housing options, including a 12 bed group home and Lake View Apartments with income adjusted HUD rents, support long term stability for individuals working toward independence.

Access and Getting Started

Hope Haven serves the 8 county SEIL region in Southeast Iowa, with River Cross operating as a fully furnished residential setting offering 24 hour support in Burlington.

Referrals to the program are coordinated through ImagineIA and supportive services include transportation, advocacy and connection to community resources.
