About Hawaii Health & Harm Reduction Center
Hawaii Health & Harm Reduction Center is a community based organization in Honolulu providing low threshold harm reduction and health services across Hawaiʻi. The center offers syringe exchange, naloxone distribution, buprenorphine treatment for opioid use disorder, HIV and hepatitis C testing, wound care case management for people who use drugs, people living with HIV transgender communities.
With over 30 years of operating Hawaiʻi’s statewide syringe exchange program, the center delivers non judgmental, stigma free care that meets people where they are.
Harm Reduction and Opioid Use Disorder Treatment in Honolulu
Hawaii Health & Harm Reduction Center has operated Hawaiʻi’s statewide syringe exchange program since the late 1980s, offering free, confidential one for one syringe exchange at multiple Oʻahu access points and island wide appointment locations. The center also provides free anonymous naloxone distribution and overdose prevention education across all major Hawaiian islands, plus outpatient buprenorphine (Suboxone) induction at its Honolulu clinic.
Services are designed to reduce harm and save lives without requiring abstinence or rigid treatment commitments. Clients can access harm reduction counseling, connect to medication for opioid use disorder, receive naloxone training with take home kits get support navigating insurance and benefits, all in a welcoming environment free from judgment.
HIV and Hepatitis C Testing and Support Services
The center offers free rapid HIV and hepatitis C testing with results in about 20 minutes, available in the office or off site anywhere on Oʻahu. HIV medical case management links clients to specialists, PrEP and PEP services, STI screening, pharmacy assistance supportive services, including counseling, transportation emergency pantry access for people experiencing homelessness.

Hawaii Health & Harm Reduction Center serves communities statewide from its Honolulu office on Ala Moana Boulevard, with in person clinic hours Monday through Friday. The center is CARF accredited and accepts insurance with required copays, while many harm reduction services remain free and confidential.
